This guide, produced by the International Rugby Board (Rugby's equivalent to Soccer's FIFA) can help explain what's going on during play. One really important page that parents should take a look at (or players should print for thier parents to use during the game) is the list of signals for penalties and other stoppages (the page is appropriately titled "Why did the whistle blow?"). It's on page 11.
